Using a filter of <>'' to exclude empty values in Business Rules was inefficient

When a larger number of dimension values are defined and using <>'' to denote "must not be empty", the logic was rewritten to improve an unacceptable level of performance.


The customer had over 23,000 dimension values defined, and the logic needed to anticipate a high number of exclusions.
