Fixed Asset Batch Approvals will ignore dollar amount

Users can now submit Fixed Asset batches for approval, when no amount is recorded on the line entry.

Certain Fixed Asset Posting Types, such as Disposal, do not require an amount to be recorded in the Fixed Asset G/L Journal page. When using a Batch Approval Business Rule, these entries would result in a Valid batch status. 

Now Batch Approval business rules with Gen Journal Type of Fixed Assets, will ignore the dollar amount when evaluating if a batch should be routed for approval or not.
